Ontario reaches tentative deal with union representing school support staff

Ontario?s education minister says the province has reached a tentative agreement with the union that represents school support workers.

Laurel Broten says the template deal with the Canadian Union of Public Employees came after an additional 30 hours of discussions ? and in time to beat Monday?s midnight deadline for agreements with teachers and support staff.

More Related to this Story

Ms. Broten has not said if she would move to impose deals on Jan. 1, only that she has the option to do it under Bill 115.

The legislation freezes the pay of most teachers, reduces their ability to bank sick days and limits their right to strike.

CUPE represents about 55,000 workers, including educational assistants, early childhood educators, instructors, custodians, librarians and secretaries.

CUPE Ontario president Fred Hahn says the union remains opposed to Bill 115 and will continue its campaign to repeal it, which includes a legal challenge.

The union says its leaders will vote on the tentative deal Jan. 5 and if it?s approved, a ratification vote will follow in the weeks afterwards.

Ms. Broten says the government is prepared to allow CUPE?s union locals and their school boards another 14 days past Monday?s deadline to allow time for the votes to take place.

The union representing public elementary teachers held a series of rotating one-day strikes earlier this month that affected every public school board in the province as part of its fight against the controversial legislation.

Ms. Broten has continued to urge the unions to use the final days of the year to keep trying to reach agreements with local school boards before the deadline.

?At this point, 65 ratified local agreements have been submitted. I am hopeful that those school boards, teachers and support staff who have yet to conclude and submit local agreements will do so,? Ms. Broten said in a statement Sunday.

?This recent agreement demonstrates that it is possible to find solutions when we remain focused on putting students first.?

She said she?ll announce the government?s next steps on Thursday.

Chinese government recalls British Marques

Texas Guardian Saturday 29th December, 2012

The Chinese government has asked Jaguar Land Rover's China unit to recall one hundred and ninety 2012 Evoque and Freelander vehicles produced on June 11th this year.

The General Administration of Quality Supervision, Inspection and Quarantine has said the recall was prompted by concerns about the rear brake calipers on the vehicles, which may lead to brakes failing and sudden tyre deflation.

The agency said another one hundred and forty seven 2012 Evoque and 2013 Evoque vehicles made between October 20th and September 18th would also be recalled due to problems in their steering boxes.

Jaguar Land Rover is owned by India's Tata Motors.

Vehicles such as the Land Rover and Jaguar are in high demand in China and other emerging markets.

Myanmar Muslims recall Buddhist assault

SIN THET MAW, Myanmar (AP) ? Stranded beside their decrepit flotilla of wooden boats, on a muddy beach far from home, the Muslim refugees tell story after terrifying story of their exodus from a once-peaceful town on Myanmar's western coast.

They were attacked one quiet evening, they say, by Buddhist mobs determined to expel them from the island port of Kyaukphyu.

There were chaotic clashes and gruesome killings, and a wave of arson strikes so intense that flames eventually engulfed their entire neighborhood.

In the end, all they could do was run.

So they piled into 70 or 80 fishing boats ? some 4,000 souls in all ? and fled into the sea. In those final moments, many caught one last dizzying glimpse of the town they grew up in ? of a sky darkened by smoke billowing from a horizon of burning homes, of beaches filled with seething Buddhist throngs who had spent the day pelting their departing boats with slingshot-fired iron darts.

The Oct. 24 exodus was part of a wave of violence that has shaken western Myanmar twice in the last six months. But what began with a series of skirmishes that pitted ethnic Rakhine Buddhists against Rohingya, a Muslim minority, appears to have evolved into something far more disturbing: a region-wide effort by Buddhists to drive Muslims out with such ferocious shows of hatred that they could never return.

Although many Rohingya have lived here for generations, they are widely seen as illegal immigrants from Bangladesh and most are denied citizenship. Similar mass expulsions have happened twice before under the country's former army rulers. But the fact that they are occurring again now, during Myanmar's much-praised transition to democratic rule, is particularly troubling.

Both reformist President Thein Sein and Aung San Suu Kyi, the opposition leader and Nobel Peace Prize laureate, have condemned the violence. Yet neither has defended the Rohingya, even though Muslims account for roughly two-thirds of the 200 dead, 95 percent of the 115,000 displaced and 90 percent of the homes destroyed so far, according to government statistics.

Kyaukphyu was significant because those expelled from there included another Muslim minority, the Kaman, whose right to citizenship is recognized. That they too were targeted raises fears the conflict is spreading to Myanmar's wider 4 percent Muslim minority.

For Myanmar, also called Burma, the town symbolizes the country's hopes of scoring a piece of the Asian economic surge. China is building a deep-water port and an oil pipeline terminal there.

"We never thought this could happen to us," said Kyaw Thein, a 48-year-old Kaman who fled Kyaukphyu and is now a refugee in the island village of Sin Thet Maw.

"We don't feel safe anymore, even here," he said. "Who says we won't be attacked again?"

___

The unrest in Rakhine state was triggered by the rape and murder of a Buddhist woman in late May, allegedly by three Rohingya men. But the crisis stems from something that goes back much further: a dispute over when Muslims first settled here, and who among them qualifies for citizenship.

Buddhists say the Muslims are foreigners who came to seize land and spread the Islamic faith. Muslims say they settled here long ago, legally, and suffer widespread discrimination. The issue has been exacerbated by exploding population growth and what rights groups say is open racism against the darker-skinned Rohingya, who have South Asian roots.

The Kaman, numbering perhaps only in the tens of thousands, are said to be descended from archers who once guarded a Mughal king. The Rohingya number at least 800,000 by U.N. estimates, and they have long been unwanted here.

In 1977, Myanmar's military rulers, together with residents and local authorities, drove 200,000 Rohingya into Bangladesh, where 12,000 starved to death and most of the rest were forced back to Myanmar by the Bangladeshi government. A similar horror played out in 1991, when Myanmar's army drove out 250,000 Rohingya.

After the June violence, prominent Buddhist monks issued written warnings against doing business with the Rohingya, or even speaking to them. Rohingya were kept away from schools, markets, even hospitals. Security forces restricted their movement, particularly around their refugee camps. International groups were threatened for providing aid.

Then, in October, there were demonstrations against plans by the 57-nation Organization of the Islamic Conference to establish a liaison office in the state capital, Sittwe. One such march, in Kyaukphyu, brought out thousands.

The rally spooked the Muslims who are roughly 6,000 of the town's 25,000 people. Rumors spread of an imminent new wave of arson attacks. Captains anchored their boats close to shore. One Muslim woman, Yeak Thai Ma, said some local officials began telling Muslims, "this place is no longer for you."

___

On Oct. 21, western Myanmar was hit with its second major spasm of violence. Within days, it had spread to nine of Rakhine state's 17 townships.

Unlike the June unrest, which had displaced 24,000 Rakhine and 28,000 Rohingya in the first week ? the vast majority of the 35,000 refugees this time were Muslim, and 97 percent of property losses were Rohingya, compared with 78 percent in June, according to government statistics.

Human Rights Watch says anti-Muslim assaults were organized by Rakhine groups, at times with support from security forces and local government officials. The government denies the charges.

There were indications the violence was coordinated; on a single day, three major Muslim neighborhoods came under attack.

One of them, the village of Yin Thei in Mrauk-U township, was overrun Oct. 23 by thousands of Rakhine armed with swords and spears. They slaughtered dozens of people who were buried in mass graves, according to Human Rights Watch. Satellite images of the village show almost nothing left but ashes.

The same day, farther south, several hundred Rakhine descended on Pauktaw by boat and forced the entire Rohingya population to flee, the rights group said. An AP team that traveled there confirmed two seaside Muslim neighborhoods were charred along with a mosque that was apparently finished off with sledgehammers.

That night, it was Kyaukphyu's turn.

___

Hla Win, a 23-year-old mother of two, was eating a dinner of fish curry and rice with her family when she heard shouting outside. It was 7 p.m., and the attacks had begun on East Pikesake district, where most of Kyaukphyu's Muslim fishing community lives.

Her husband, a 26-year-old fisherman named Maung Lay, joined a group of men struggling to douse flames leaping from a mosque with plastic buckets of water. Security forces posted nearby ordered them to move back, and one opened fire, killing Maung Lay, according to several witnesses.

Rare amateur video of that night, seen by The Associated Press, shows Buddhist mobs armed with long sticks or spears and hurling jars of burning gasoline toward homes swamped in bright orange flames as men shout in the darkness: "Throw! Throw!" and "Watch out!"

In another clip, attackers can be seen flinging firebombs over a wall into more burning houses. They crouch behind rectangular shields of corrugated iron sheeting which are being pelted with rocks, presumably by Muslims defending themselves.

As the night wore on, the adversaries wrapped bandannas around their foreheads ? red for Buddhists, white for Muslims.

It is not clear what effort, if any, was made to stop the arson attacks. The video shows armed security forces walking among large crowds of Buddhists as fires burn, doing nothing to halt them.

In one scene, a policeman or soldier orders a Muslim mob to back away as fires burn on one side of the road, or else "we will shoot you." A young Muslim man surges forward and fires a projectile from a slingshot. Gunshots ring out and the crowd retreats.

A police chief in Kyaukphyu, who declined to be identified because of the sensitivity of the subject, said more than 100 police deployed in those first few hours along with soldiers and firefighters. But they came under attack by Muslims, making it impossible to extinguish the blazes before the homes were destroyed.

When the violence tapered off around 2 a.m., 69 homes had been wrecked, the police chief said.

That night, hundreds of Kaman and Rohingya took refuge offshore, on Muslim-owned boats.

Few, if any, slept.

Shortly after dawn, it all began again.

___

As the sun rose, Kyaw Thein, who made his living painting homes and offices, tried to return to his own home to gather clothes, blankets and any valuables he could carry.

But his house was already ablaze, and he retreated back to the boat. On the beach, Rakhine mobs were gathering.

He began to run.

Seconds later, someone plunged a machete into his upper right back. When he turned to see who, he was shocked: it was a Buddhist fisherman he had considered a friend.

"We all asked the same question," said Kyaw Thein, who is nursing a gaping wound. "How could the people we know do this to us?'"

The police chief said the Rakhine crowds swelled dramatically that morning as some 20,000 poured in from neighboring villages.

Soon, the situation was out of control.

As the fires spread, more and more Muslims sought refuge on the boats. Some sailed away, but a low tide stranded others for hours.

Witnesses interviewed by The Associated Press said the two sides faced off along the beach, mostly at a distance, shouting insults. One Muslim man said security forces posted on the shore fired in the air to push back a Rakhine mob, but there were too many to stop. Other mobs surged forward, and clashes ensued.

Tears streaming down her cheeks, Hla Hla Yee, a 36-year-old Rohingya woman, said a Rakhine mob on the beach hacked up her son. She watched from a boat as they held up his remains. Other witnesses corroborated her account.

Investigations conducted by Human Rights Watch found that local security forces killed ethnic Kaman Muslims while soldiers stood by.

Atrocities were committed by Muslims too. Matthew Smith, of Human Rights Watch, said they had attacked and in some cases killed Rakhine civilians before fleeing. One Muslim man confessed to holding a severed head aloft from one of the boats, Smith said.

By the time it was over, more than 4,000 Muslims had fled on ships so packed there wasn't enough room to lie down. Another 1,700 moved to a makeshift camp outside town.

Police say 867 homes were destroyed ? almost all of them Muslim.

The official casualty toll was nine Muslims dead, and two Rakhine.

___

When the first refugees from Kyaukphyu arrived in Sin Thet Maw, about 60 miles (100 kilometers) away, they were met with two very different reactions. Rohingya villagers opened their homes to them; the Rakhine ignored them.

The village, like many in Rakhine state, had already been split along sectarian lines even before violence first broke out in June. Its Buddhist inhabitants lived separated from the Rohingya by a long, wide field that cuts a neat line between the two. The communities traded used to trade, but all interaction ceased in June.

A Rakhine named Said Thar Tun Maung, a local government administrator on the island, said 200 Buddhists, mostly women and children, fled when the refugees arrived, fearing they would be overwhelmed. He said he had not spoken to any of Muslims and did not care about the ordeal that brought them here.

Within days, the refugee population rose even more as another flotilla that had initially landed in the state capital, Sittwe, joined them.

Many of the displaced fled wearing only the clothes they wore. Now they sleep on a windy beach under white U.N. tarps and tents held up by bamboo sticks. They live off their savings, U.N. handouts of rice and beans, and shellfish they catch in the shallows.

They have no schools to send their children to, and say authorities don't let them fish. They worry about maintaining the vital fleet of dilapidated fishing boats on which their future depends; they have few tools to repair them.

The government has yet to help, or even ask how it can.

Most of all, the refugees wonder what they'll do next. Some talk of making new lives for themselves in Sin Thet Maw. Others hope they can emigrate ? a dim prospect since few countries will take them.

One thing is sure, though.

"We can never go back to Kyaukphyu," said Kyaw Thein. "After what happened ... it will never be the same."

In college, two is sometimes worth more than four

Brian Snyder / Reuters

A view shows the silhouette of a student with a graduation cap as students take their seats for the diploma ceremony at Harvard University in Cambridge, Mass., in this May 24, 2012, file picture.

By Martha C. White

Want a solid, middle-class salary straight out of college? Skip the last two years.

A site that analyzes state-level data of how much people earn a year after graduating college found some counterintuitive results: Certain students who earn associate?s degrees can get higher salaries than graduates of four-year programs ? sometimes thousands of dollars more.?

?These numbers and the consistency of these numbers are surprising to me,? said Mark Schneider, president of CollegeMeasures.org and a vice president at the American Institutes for Research. CollegeMeasures aggregates anonymized education and earnings data to figure out who earns what after graduation.?

Some of its results run counter to commonly-held assumptions. Community college degrees, long considered also-ran prizes in the race for academic achievement, ?are worth a lot more than I expected and that I think other people expected,? Schneider said.

But there is a catch: You have to earn your degree in a technical or occupational program to earn anywhere near $40,000. That?s the approximate average earned by students who went to school and worked in the state of Virginia and graduated with two-year degrees in these fields between 2006 and 2010. Graduates of two-year nursing programs earned am average of $45,342.

Once they entered the work force, holders of what CollegeMeasures characterizes as ?occupational/technical? associate?s degrees made about $6,000 a year more than people who earned associate?s degrees in non-occupational programs. Given the high demand for nurses, computer specialists, mechanical technicians and the like, that?s not unexpected. In a study published earlier this year by the Census Bureau, college graduates with science and engineering degrees were about 10 percentage points more likely to be employed full-time than the average of all graduates.

The surprising finding is a comparison of those earnings to what bachelor?s degree graduates made, on average: $36,067.

People with liberal arts and humanities majors didn?t even fare that well: on average, grads with political science majors earned $31,184, history majors earned $30,230 and English majors only earned $29,222 a year.

"In general, majors that are linked to occupations have better employment prospects than majors focused on general skills," a report published earlier this year by?Georgetown University's Center on Education and the Workforce, said.?

Schneider said this pattern of workers with two-year technical degrees outearning many four-year grads has been consistent across the states it has studied so far. (Data on Arkansas, Virginia and Tennessee has been published; the group plans to release statistics for Colorado graduates soon.)

?In the U.S., we?ve tended to think that the bachelor?s degree is the only thing that matters, and this data tells us that technical degrees from community colleges are hidden gems,? he said.

A generation ago, things were different. Before the recession of 1980-1981, a bachelor?s degree of any kind was a ticket to a career that offered middle-class earnings, said Anthony Carnevale, director of Georgetown's Center on Education and the Workforce.

This isn?t the case anymore, he said. ?It?s a system in which you can?t just have an ambition to go to college and get a degree. You have to pay attention to the courses and the content of your degree.?

The big caveat with the impressive amounts some two-year grads can earn is that they don?t reflect lifetime earnings. In general, people with more advanced degrees still earn more over the course of their careers, Carnevale said, but there?s a growing divergence between humanities and technical-field majors when it comes to future earnings performance.?

?The degree level matters, but a lot less than it used to,? he said ?What matters is what you take. Thinking about it as a hierarchy of degrees isn?t the way to think about it anymore.?

Best Online Website Promotion ? Dedicated Servers

Sharing knowledge on the web can be a very powerful way to establish your online presence and credibility. First, you write a thoughtful and informative article on an topic in your area of expertise. Then you submit it to e-zines to be read by the general public and possibly re-published on other web sites. Appended to the end of your article is a resource box containing a brief promotional message linking to your web site. Webmasters who wish to reprint your article on their sites are required to include your resource box along with any live links to your site. The benefit that you get from your article is two-fold. First, your article will be read by visitors to the e-zine site. If they find it helpful and interesting, they will likely visit your web site to see what else you had to offer. Second, webmasters who find your article useful to their visitors may re-publish it on their sites, giving your article additional exposure. Every time your article is re-published on a web site, you gain an additional one-way link to your site through the live link in your resource box. This adds to your link popularity and ultimately increases your search engine rankings.  As you can see, the true potential of your article lies in its ability to propagate virally in cyberspace. For your article to propagate virally, it should appeal to both readers and webmasters alike. Keep in mind that your goal is hold your readers attention long enough for them to get to the  resource box.  If your article is boring and uninformative, few people will read it beyond the first or second paragraph. Below are some pointers to consider when writing an article: 1. Give your article a catchy title. Your title is the first and often the only thing that visitors see when they skim through a list of articles on an e-zine page. Put some thought into coming up with a title that grabs the reader?s attention right away. Words like Secrets,Free, and Successful tend to attract more attention than others. 2. Your article should not read like an ad. Most people read articles to find information they can use, not to see a pitch about your products or services.  If they see your article as nothing more than a shameless act of self promotion, they?ll get turned off and hit the Back button right away.  Put yourself in the reader?s shoes. What benefits do you want to get out of reading an article?  Cater to your reader?s  interests rather than your own. 3. Offer lots of free, useful information. Following on the last tip, keep in mind that your readers are looking for specific how-to instructions to help them achieve a certain goal.  Offer lots of tangible information that is immediately useful to them. Do not lead them through hoops just to get to an order 4) Avoid gimmicks. While it may be true that a sucker is born every minute, most internet users are sophisticated enough to tell what?s legitimate and what?s not. Write with the intention of offering something substantial to the reader. Be honest and forthright. Your article should not cause the reader to think, What is this guy trying to sell me? 5) Be succinct. Get to the point quickly, preferably in the first or second paragraph. Avoid lengthy paragraphs. Use lots of white space to separate your paragraphs to make them easier to read. 6) Your article should not be too short. Certainly, it?s possible to write a good article packed with useful information using just a couple hundred words. If your article is too short, however, some webmasters may feel hesitant to reprint it on their sites. They may, instead, borrow your ideas and write their own articles, gaining authorship without having to give you credit for your ideas. How long should your article be?  I suggest at least 500 words, preferably longer.  Longer articles give webmasters the impression that you have put some time and effort into your work and, thus, are deserving of being reprinted on their sites. 7) Use live (clickable) links in your resource box. Many e-zines permit clickable links in  resource boxes. Yet, many authors forgo this privilege by simply spelling out their URLs. Whenever permitted, you should spell out your URL as well as make it clickable (e.g. http://www.nexcomp.com/weblaunch). The advantages of a clickable URL are, (1) readers can go to your site simply by clicking on it,  and more importantly, (2) search engines will be able to record the ezine page containing your article as a link your web site, adding to your link popularity and search engine rankings. 8) Avoid hyping in your resource box. Your resource box, while promotional in nature, should be brief and tasteful. The purpose of your resource box is not to sell your readers something, but to lead them to your website which does the actual selling. Your resource box should contain your name, your company name, a brief description of your products or services, your web site?s URL, and a clickable link to your site. 9) Put some thought and effort into your writing. E-zines have varying standards for accepting articles, and some accept and publish all submissions without any human review at all. However, this does not mean you should write an article just for sake of having it published somewhere. If your article comes off as half-baked, readers may make a similar assumption about you and your business practices. 10) Submit your article to as many e-zines as feasible. There are dozens of e-zines on the web that welcome submissions from independent authors. Ideally, you?d want your article to be exposed on as many of them as you can. But it takes time to register and submit to each one of them. Therefore, I recommend that you submit to only a handful of the more popular ones. Below is a list of e-zines along with their Google PageRanks (PR).

Huawei Ascend D2 reportedly spied while switched on, teases an upscale look

Huawei Ascend D2 reportedly spied while switched on

Huawei has already confirmed that we're going to see its extra-large Ascend D2 at CES, but that doesn't mean a sneak peek is unwelcome. ITHome is more than willing to sate our curiosity with a set of photos that purportedly show a fully functional version of the 5-inch smartphone. In a sense, we know what to expect from the software: the D2 appears to be using the same customized Android layer as the even larger Ascend Mate, just without that fifth column of icons. The shots do, however, suggest that Huawei is going for a design as premium-looking on the outside as it is high-powered on the inside. Not much else is known, but we'll likely understand Huawei's fuller ambitions in Las Vegas next month.

Indian rape victim fighting for her life

NEW DELHI (AP) ? The victim of a gang-rape in New Delhi fought for her life at a Singapore hospital Friday as officials in the Indian state of Punjab fired and suspended police officers accused of ignoring the rape of another woman, who then committed suicide.

Indian authorities have been accused of belittling rape victims and refusing to file cases against their attackers, further deterring victims ? already under societal pressure to keep the assaults quiet ? from reporting the crimes.

However, the gang-rape of the 23-year-old student on a moving bus in the capital two weeks ago has brought new focus on police and community attitudes toward woman in India. Demonstrators in New Delhi have demanded stronger protections for women and stronger punishment for rapists.

Authorities in Punjab took action Thursday when an 18-year-old woman killed herself by drinking poison a month after she told police she was gang-raped.

State authorities suspended one police officer and fired two others on accusations they delayed investigating and taking action in the case. The three accused in the rape were only arrested Thursday night, a month after the crime was reported.

"This is a very sensitive crime, I have taken it very seriously," said Paramjit Singh Gill, a top police officer in the city of Patiala.

The Press Trust of India reported that the woman was raped Nov. 13 and reported the attack to police Nov. 27. But police harassed the girl, asked her embarrassing questions and took no action against the accused, PTI reported, citing police sources.

Authorities in the eastern state of Chhattisgarh also suspended a police officer on accusations he refused to register a rape complaint from a woman who said she had been attacked by a driver.

Meanwhile, doctors in Singapore said the New Delhi gang-rape victim remained in extremely critical condition, had suffered a heart attack, a lung and abdominal infection and "significant" brain injury.

"The patient is currently struggling against the odds, and fighting for her life," said Mount Elizabeth Hospital chief executive Dr. Kelvin Loh.

Police have arrested six people in connection with the attack, which left the victim with severe internal injuries.

"We wish she recovers and comes back to us and that no time is lost in bringing the perpetrators of such a barbaric act to justice," said Sonia Gandhi, head of the ruling Congress Party.

Other politicians have come under fire for comments insulting the protesters and diminishing the crime.

On Friday, Abhijit Mukherjee, a national lawmaker and the son of India's president, apologized for calling the protesters "highly dented and painted" women, who go from discos to demonstrations.

"I tender my unconditional apology to all the people whose sentiments got hurt," he told NDTV news.

Mysterious ASUS P1801-T visits the FCC, might be the finished Transformer AiO

Mysterious ASUS P1801-T visits the FCC, might be the finished Transformer AiO

The FCC sometimes gets a peek at hardware and reveals nothing but a model number to hint at what's passed through its labyrinth. The latest filing leaving us scratching our heads is for the ASUS P1801-T, a "tablet" which could be the final version of the Transformer AiO prototype we saw back at Computex. How did we arrive at the AiO? Well, the model number is a possible clue -- ASUS' Eee Slate B121 has a 12.1-inch panel, so P1801-T may point to this device having 18 inches of screen. As ASUS' dual-OS prototype all-in-one is the only (sort of) tablet we've seen with roughly that many inches, we assume the company is getting paperwork done before a proper launch at CES 2013. A "P1801" running Android 4.1.1 has also popped up at GLBenchmark, with Tegra 3 graphics and thus a Cortex-A9 CPU inside by default. If ASUS is keeping two OS's as per the AiO prototype, that processor caters for only one Microsoft product -- Windows RT. We'll just be kept wondering until we hear something official, but at least for us, an 18-inch Android / RT super-tablet and part-time desktop sounds like it could be a hard sell.

SpaceX Grasshopper reusable rocket improves leap to 131 feet video

Not to mix Aesop's Fables or anything, but when it comes to the world of commercial space race, sometimes slow and steady is the thing. A couple months back, we watched SpaceX's reusable vertical takeoff, vertical landing rocket, the Grasshopper, nudge its way off the ground. And while this current test isn't exactly the "few hundred feet to two miles" that we were promised, it's quite literally a step in the right direction, at 131 feet, plus some quality hover time. All in all, the test, conducted December 17th in McGregor, Texas, took around 29 seconds to unfold. Relive it in the video after the break.

New Toshiba camera sensor lets you refocus after the shot, plans 2013 launch in smartphones and tablets

New Toshiba camera sensor lets you refocus after you take the shot, plans to launch in smartphones and tablets next year

Hoping for some after-the-fact focusing in your next smartphone camera? Well, you'll have to wait around a year, but Toshiba's planning exactly that with a new module that houses an array of 500,000 tiny lenses. Within a 1cm-thick unit, these lenses are layered in front of the camera sensor, which can capture slightly different images from each lens arrangement. Those picture can then be combined in a "complete" picture using Toshiba's own software. Apparently, the camera will also be able to measure the distance between objects in the shot -- similar to how 3D images are captured -- with the user then able to shift focus between close and distant detail, or even create images that are in-focus throughout. Toshiba says the module will also be able to capture video with a similar degree of focus management -- something that Lytro hasn't got around to just yet. The sensor is still a work in progress, but the manufacturer plans to commercialize the module before the end of 2013. Toshiba is looking to ally itself with multiple smartphone (and tablet) makers -- and here's hoping that it finds its way into a device outside of Japan.

[Thanks Franck]

Syrian rebels make more gains in north

BEIRUT (AP) ? Syrian rebels fully captured a northern town near the Turkish border on Tuesday after weeks of heavy fighting and attacked a regime air base in a neighboring province, activists said.

The air base is in Aleppo province, where opposition fighters have already captured three other large military bases in recent months. Rebels have also laid siege to the international airport in the city of Aleppo, Syria's commercial capital, and launched an offensive on the police academy near the city.

With steady rebel gains across the north, President Bashar Assad's regime is having increasing difficulty sending supplies by land to Aleppo province, especially after rebels cut a major thoroughfare from Damascus. It is just another sign that the opposition is consolidating its grip across large swathes of territory in northern Syria near the Turkish border.

In his traditional Christmas address, Pope Benedict XVI decried the slaughter of the "defenseless" in Syria, where anti-regime activists estimate more than 40,000 have died in fighting since the uprising against President Bashar Assad's rule began in March 2011.

In another blow to the regime, activists said that Mohammed Adnan Arabo, a member of Syria's parliament has left the country and joined the opposition. Ahmad Ramadan, an executive council member of the opposition Syrian National Council group, and other activists said Arabo arrived in Turkey on Tuesday.

He said the regime's hold on power is deteriorating and rebels are besieging military bases for weeks until they either take over or negotiate with local army commanders to surrender. He added that some regime forces are being diverted to the capital to fight there.

"The regime cannot protect its bases and also cannot send forces to support troops under siege," he said.

Over the weeks, rebels fighting to overthrow Assad have also been able to take the battles into the capital Damascus, Assad's seat of power, where the southern neighborhoods are witnessing almost daily clashes between troops and rebels.

The big successes began in mid-November, when rebels captured Aleppo's Regiment 46, a large military base, carting off tanks, armored vehicles and truck-loads of munitions. Three weeks later, they captured the Sheik Suleiman base near the provincial capital of Aleppo and days later they took an infantry base in the city.

Last week, they captured an army technical regiment near Damascus' international airport but were pushed back in a counter attack. The army command said in a statement that the regiment's commander was killed in the battle.

The rebels have also brought the battle to areas around Damascus international airport where some flights were cancelled earlier this month because of the intensity of the fighting.

One of the biggest blows came in Damascus on Dec. 12 when a suicide attacker blew his vehicle outside the Interior Ministry, killing five and wounding many, including Interior Minister Mohammed al-Shaar. The government denied at first that al-Shaar had been wounded until it got out when he was brought last week to a Beirut hospital for treatment.

It was the second injury the minister suffered after being wounded in a July 17, bomb inside a high-level crisis meeting in Damascus that killed four top regime officials, including Assad's brother-in-law and the defense minister.

The rebel takeover of Harem, a town of 20,000 in northern Idlib province, was the latest in a string of recent rebel successes.

The Britain-based Syrian Observatory for Human Rights said the rebels captured Harem in the early hours of Tuesday. Mohammed Kanaan, an Idlib-based activist, said the last post to be taken was the historic citadel, which overlooked the town. The army had turned the citadel into a military post.

"Harem is fully liberated now," Kanaan said via Skype. He added that as the rebels pounded army posts and checkpoints in Harem, the troops withdrew to the citadel that later fell in the hands of rebels.

Rami-Abdul-Rahman, who heads to Observatory, said nearly 30 soldiers and pro-government gunmen surrendered late Monday. He added that rebels set free all gunmen at the age of 16 or less and referred others to local tribunals.

"Harem was very important because it is one of the towns that was loyal to the regime," Abdul-Rahman said by telephone about the town that is nearly a mile from the Turkish border.

In Aleppo province, which neighbors Idlib, local activist Mohammed Saeed said rebels attacked the air base in the town of Mannagh near the Turkish border. He said it is one of four air bases in the province, adding that rebels also attacked the police academy near the city of Aleppo.

Regime forces have been using helicopters to carry supplies to besieged areas and to attack rebel positions.

The regime has had increasing difficulty sending supplies by land to Aleppo province after rebels captured in October the strategic town Maaret al-Numan. The town is on the highway that links Damascus with Aleppo, Syria's largest city and a major battleground in the civil war since July.

"Airplanes and helicopters are the only way to send supplies since the Free Syrian Army controls the land," Saeed said. He added that rebels are also laying a siege to Aleppo's international airport known as Nairab and threatening to shoot down military or civilians planes using it.

In the Damascus suburb of Jaramana, opposition gunmen ambushed the head of military intelligence in the area and seriously wounded him. He later died of his wounds, the Observatory said.

Elsewhere in Syria, the Observatory reported violence in areas including the eastern province of Deir el-Zour, the southern area of Quneitra on the edge of the Israeli-occupied Golan Height and the southern region of Daraa.

In Israel, top officials said they cannot corroborate Syrian activists' claims that the regime has used chemical weapons against its citizens.

Vice Premier Moshe Yaalon told Army Radio that Israel has "no confirmation or proof" the regime has employed such weapons in the civil war. He says Israel is "monitoring the situation with concern."

Defense Ministry official Amos Gilad told Israel Radio that Syria was closely guarding its chemical weapons stockpiles.

On Monday, the Observatory quoted activists in the central city of Homs as saying that six rebels died in two neighborhoods the day before after inhaling white smoke that came out of shells fired by government troops in the area. Amateur videos released by activists showed men in hospital beds suffering breathing problems as doctors placed oxygen masks over their faces.

"The world is like a ride in an amusement park, and when you choose to go on it you think it's real because that's how powerful our minds are. The ride goes up and down, around and around, it has thrills and chills, and it's very brightly colored, and it's very loud, and it's fun for a while. Many people have been on the ride a long time, and they begin to wonder, "Hey, is this real, or is this just a ride?" And other people have remembered, and they come back to us and say, "Hey, don't worry; don't be afraid, ever, because this is just a ride." And we ? kill those people. "Shut him up! I've got a lot invested in this ride, shut him up! Look at my furrows of worry, look at my big bank account, and my family. This has to be real." It's just a ride. But we always kill the good guys who try and tell us that, you ever notice that? And let the demons run amok ? But it doesn't matter, because it's just a ride. And we can change it any time we want. It's only a choice. No effort, no work, no job, no savings of money. Just a simple choice, right now, between fear and love. The eyes of fear want you to put bigger locks on your doors, buy guns, close yourself off. The eyes of love instead see all of us as one. Here's what we can do to change the world, right now, to a better ride. Take all that money we spend on weapons and defenses each year and instead spend it feeding and clothing and educating the poor of the world, which it would pay for many times over, not one human being excluded, and we could explore space, together, both inner and outer, forever, in peace."
